A 16 year old victim killed in Pennsylvania

I am interested in knowing more About American gang Violence. There are over four hundred people who were killed in the US in the last several years. It common in the major cities for gang violence. In this case, I was wondering why forty one year old man, could murder a sixteen year lady.
